Wow! Great replies from everyone, thank you! Since I own a Dell all-in-one Core i5 touchscreen PC already (in an otherwise, all-macOS house), I suppose I can test out WinUAE on that for now. WinUAE is a very, very good emulator, and will be as close to the real thing as you can get without the hardware - if you can't get it to run in WinUAE, you probably can't get it to run on the same configuration of hardware either. Turns out for many people, the Raspberry Pi is the best.
You'll have no problem running Scala on it. For the development computer, I can obviously use my Windows PC and WinUAE. Sorted by the highest rated and most compatible.
